A citizen-facing online portal already exists (eligibility calculator, application form, digital health declaration, online fee payment, SMS confirmation; applications route through Israel Police + Ministry of Health). But the portal is built for individual citizens — there is no publicly advertised partner/B2B API for dealers. A true integration requires a formal request to the Ministry and is gated on regulator approval, scope, and timeline we don't control. Realistic interim: automate everything around the gov process (deadline tracking, form pre-fill, document collection, status nudges) even if a live API never opens.
